This artwork known as "24 / 7 Kiosk" is creation of Liam Gillick. It was installed near the beach at Zeebrugge (or Brugge) as a part of the Sculpture Park on the Coast. As per this link "The shape reminds the spectator of a kiosk and expresses a number of ideas, inherent to the current political, social and economic systems."

The Google Street View has has archival value as the artwork is no longer at this location; it was recently moved to Centraal Museum Utrecht, The Netherlands.
